The Washington, DC-based Health Policy and Strategic Reimbursement (HPSR) team is a multidisciplinary group of policy and reimbursement experts who provide strategic insights and guidance to leading pharmaceutical, biotechnology, and medical device clients. Our group includes seasoned professionals with years of experience in a wide range of healthcare-related professions including pharmaceutical product and program management, public program administration, advocacy, case management, market research, consulting, regulatory affairs, social work, and compliance.

Charles A. Stevens, JD, MBA – Vice President & General Manager

Chuck is responsible for leading the HPSR operating unit for PAREXEL, including managing all reimbursement and PAP hotline programming as well as the reimbursement strategy and consulting practice designed to provide workable solutions to ensure patient access to therapy. Chuck came to PAREXEL with 17 years of bio and pharma industry experience. He has had responsibility for strategic reimbursement, pricing, product distribution and pharmaco-economics at the senior director level. With more than a decade of experience working with oncology products, he has provided strategic guidance on navigating through various aspects of the Single Drug Pricer, the Medicare Modernization Act of 2003 and numerous private payer policy changes. Chuck has significant experience in providing strategic reimbursement direction for products, whether they are HCP administered, self-administered, or oral. Prior to joining PAREXEL, Chuck worked for Cephalon, Cell Therapeutics, Genetics Institute and Abbott Laboratories, and has experience in Oncology, HIV/AIDS, Addiction Medicine, Hormone Replacement Therapy, Gastroenterology and Urology. Chuck is a graduate of Northeastern University, where he earned a Bachelor’s Degree, cum laude in Business Administration. He earned an MBA from Clark University and his Juris Doctor Degree cum laude, from Suffolk University Law School. Chuck is a member of the Massachusetts Bar and a former Army Reserve officer and veteran of Operation Desert Storm

Christy McMann – Senior Director of Reimbursement Services

As Senior Director of Reimbursement Services, Christy is responsible for the Department’s reimbursement and patient assistance programs, consisting of more than 100 reimbursement staff consultants, specialists and analysts. She also leads efforts in the development of new programs and the enhancement of existing programs. Christy’s experience spans nearly two decades of work in the healthcare, biopharmaceutical and technology industries. She has consulted for years in the area of payer policy analysis and coverage pertaining to products and services in both public and private third-party payer systems. She has extensive experience in writing and developing training materials, reimbursement guides, and brochures. She has developed and conducted numerous educational seminars on payer coverage of pharmaceuticals, Medicare and Medicaid regulations and third-party billing, and coding procedures for client sales force representatives, providers and outpatient clinics, and pharmacies, as well as for internal consulting staff. In 1989, Christy joined Pracon Consulting Services, which merged with PAREXEL in 2002. Christy’s previous healthcare experience includes work with Focus MRL, an international healthcare consulting firm specializing in antimicrobial chemotherapy, the John Hancock Companies Life/Health Division, and an internal medicine practice, where she was a billing specialist. Christy graduated from George Mason University with a Bachelor’s Degree in Health Education

Ann M. Whitney – Director Account Management

Ann has 25 years of healthcare experience, with 13 years of direct consulting experience within the pharmaceutical, biotech, and medical device industries. She works extensively with pharmaceutical manufacturers in analyzing and designing key strategies to support product launches, favorable product reimbursement, coverage and payment rates. She is a former Director of Social Services for the Department of Health and Human Services in Connecticut and served as the Assistant Director for Case Management Services for the Department of Health and Human Services in Massachusetts. Ann has a vast knowledge of both public and private reimbursement systems and extensive experience in staff training and development, managing the day-to-day operation of complex programs, and analyzing and implementing federal regulations. Ann is extremely familiar with the socioeconomic factors that impact an individual’s health, and has served on various boards, including state advisory boards for health and welfare reform. Ann was also instrumental in coordinating outreach services with Federally Qualified Health Care Centers and negotiating managed care contracts for Temporary Assistance for Needy Families (TANF) populations to ensure that both the financial and medical needs of under-served populations were achieved. She holds a BA from the University of Massachusetts at Amherst.

Saurabh Aggarwal, PhD - Senior Consultant

As a Senior Consultant in Reimbursement and Market Access (RMA) at PAREXEL Consulting. Saurabh’s expertise areas include investment strategy in biologics, pricing strategy, market access and value proposition of novel drugs. Previously, he led the healthcare strategy and policy initiative at Alliance Bernstein. Before Bernstein, Dr. Aggarwal was a Senior Consultant in Pricing and Reimbursement practice of IMS Health, where he led international and US based projects on oncology, diabetes, infectious diseases, arthritis and cardiovascular drug candidates. Dr. Aggarwal has published articles on the biologics market including ‘What’s fueling the biotech engine’ in Nature Biotech. Saurabh holds a PhD in Biomolecular Engineering from The Johns Hopkins University, and MS/BS in Biotech from IIT.

Nathan P. White, CPC – Director of Business Development

Nathan has been active in the specialty pharmaceutical industry for more than seven years, focusing on a wide variety of therapeutic areas including rheumatology, dermatology, orthopedics, and nephrology. Nathan joined PAREXEL as Director of Business Development to help forge PAREXEL’s Strategic Reimbursement new business opportunities. Prior to joining PAREXEL, he led the reimbursement sales support and client management efforts at HealthBridge Bio-Pharma Services and Express Scripts Specialty Distribution Services, working with several high profile clients on tactical reimbursement and patient access program design and implementation. Nathan has extensive experience in specialty pharmacy, distribution, and pharmacy benefit management, having worked in program management, business development, and call center operations roles at CuraScript’s headquarters in Orlando, Florida.
Nathan holds the Certified Professional Coders credential with the American Academy of Professional Coders and is enrolled in the Post University School of Management. Nathan is located in Centreville, Virginia.

Lori Turtiainan – Associate Director

As Associate Director, Lori provides oversight for several reimbursement HELPline programs, ensuring that clients receive expert advice on third-party payer reimbursement, alternative sources of funding, and patient assistance. She has specific expertise in resolving complex reimbursement issues in the area of HIV/AIDS, blood products, diabetes, oncology, gastroenterology, hepatology, ophthalmology, dermatology, vaccines, and medical devices. Lori has also been instrumental in the development of advanced technology systems and web portals for utilization by both patient and physician populations to enhance patient access to care. For six years prior to joining PAREXEL, Lori worked for Pracon, a healthcare consulting firm, which was acquired by PAREXEL in 2002. Prior to that, Lori worked for nearly six years as a senior billing manager for a large medical billing service. She has extensive experience with reimbursement programs and is knowledgeable about all aspects of medical billing. In addition, Lori has developed and conducted training seminars on health care policies and billing practices for physicians, medical staff and pharmaceutical sales representatives. She is proficient in ICD-9, HCPCS and CPT-4 coding, as well as claims appeal and collection processes. Lori has also supervised several research projects on medical procedures and devices, tracking and analyzing public and private health care policy in the United States and Canada. Lori holds a BA degree from George Mason University.
